Florida: Management Area Permit Is An Add-On Layer
FWC's Management Area Permit page lists the Management Area Permit as a Florida public-land layer. When used with a valid hunting license and other appropriate permits, it can authorize taking, attempting to take, or possessing game on wildlife management areas, Wildlife and Environmental Areas, and some public small-game hunting areas. FWC also says public-land hunters may require a management area permit and limited-entry or quota permits.
That means the Florida WMA answer is not just "buy a WMA permit." It is:
- Florida hunting license or official exemption.
- Management Area Permit or qualifying bundle when required.
- Species items such as deer, turkey, waterfowl, migratory bird, archery, muzzleloader or crossbow.
- WMA brochure, quota, limited-entry, NWR, special-opportunity or recreational-use proof when applicable.
Use Florida WMA and public-land hunting for that state-specific route.
Virginia: Access Permit Can Be Waived By Other Licenses
Virginia DWR's Access Permit page shows another kind of WMA rule. DWR requires visitors age 17 and older to obtain an Access Permit for department-owned WMAs and public fishing lakes unless they possess a valid Virginia hunting, freshwater fishing or trapping license, a current Virginia boat registration, or are otherwise waived.
That is the opposite pattern from a simple "WMA permit equals hunting license" answer: in Virginia, the access permit may be a visitor-access item for people who do not already hold a qualifying license or registration.
Texas: APH, WMA, Drawn Hunt And Map Booklet Are Separate Layers
Texas searches often use WMA wording when the actual route is APH, WMA, drawn hunt, e-postcard, Limited Public Use, national forest, or TPWD map-booklet proof. The Texas public-land owner should decide that branch, not a national WMA page.

- Treating WMA permit as the hunting license. A WMA item may only answer access or quota.
